E-Rate is a program of the Universal Service Fund, which is administered by the Universal Service Administrative Company (USAC). The program provides subsidies to help schools and libraries obtain affordable telecommunications and internet access. The program was recently revamped to focus on assisting school and libraries build and maintain their internal connections as well.
